Expansion + conversion of an institutional building into rental housing:

1. The proposal does not respect the scale of the surrounding built environment.

2. The underground parking entrance on Claremont would have a negative impact on the street interface. The only park in the neighborhood is located directly across from the proposed entrance.

3. The entrance should remain on Windsor: Claremont is a key pedestrian artery, especially for children, due to the many schools located uphill. There is also significant traffic congestion on Claremont during peak hours.

In 2019, a referendum process was held to stop the project. However, it did not receive enough signatures to halt it, and the project is now moving forward.

Construction began in 2024. Almost the entire building was demolished, with only the façades preserved.
