According to gathered information, the cross is indeed the property of the Laval School Service Center. It appears to be lacking maintenance, and the City of Laval is currently working with the owner to find solutions to ensure its preservation and enhancement.

This is a roadside cross erected by local citizens in 1941 to commemorate the 400th anniversary of Jacques Cartier’s third and final voyage to Canada (1541–1542). Located on the grounds of Pavilion 2 of Le Tandem School, its condition is rapidly deteriorating; the paint covering it is almost completely peeling, the concrete base is crumbling, and the crest is faded. Unfortunately, the site managers seem to place little importance on preserving this monument created by Laval citizens, which deserves much more attention.
